ITANAGAR, Feb 12: While reviewing the Revised Estimate 2015-
Rs 5 (Five) lakhs will be given as seed money for each centre to the Deputty Commissioners to start the work and rest amount will be given in the next financial year, informed a Raj Bhavan report.
The meeting also announced Rs 5 (Five) Crore for Ramakrishna Mission Hospital, Itanagar for setting up of Intensive Care Units and other ancillary requirements, Rs 1 (One) Crore each to Tomo Riba State Hospital, Naharlagun and District Hospitals of Ziro, Tezu and Pasighat to procure medical equipments including ECG machines, ventilators, defibrillators, oxygen concentrators.
It was also decided to provide Rs 1 (One) Crore to Dera Natung College, Itanagar, Indira Gandhi College Tezu and Jawaharlal Nehru College, Pasighat for purchase of better table and benches for the students. The fund will be placed with the college management committee.
The meeting also decided that Rs 1 (One) Cr has been earmarked for expansion of Jails to decongest jails in the state. Rs 15 (Fifteen) lakhs will be given to Home Department for setting up of Juvenile homes in Pasighat, Itanagar and Dirang in the first phase to start with.
Keeping in view of the absence of college in remote Tawang, the Governor, who visited the District last year has instructed that a college be set up in Tawang and for this, Rs 10 (Ten) lakhs will be given to Education Department to prepare a DPR along with identification of appropriate land in Tawang.
Anticipating road blocks during rainy season due to landslides, Rs 1 (One) Crore will be provided to PWD (Highways) to purchase JCB and dumper to immediately clear any landslide in the Capital Complex areas. The Governor also instructed that a corpus fund called Governor`s Relief Fund may be created to help those needing urgent medical help.

Bandh culture an old habit: DGP
ITANAGAR, Feb 12: Arunachal Pradesh Director General of Police S Nithiyanandam today said 'bandh culture' of the state was not a law and order problem but an "old habit" which will "die hard".
"Police alone can't change the old habit at one go. It would take time through mass awareness, education and realisation about the futility of such practices," Nithiyanandam said.
DGP said the law and order situation in the state, particularly in the capital town, has improved.

‘Rice day’ turning into effective PDS tool
ROING, Feb 12: The initiative of Lower Dibang Valley Deputy Commissioner Ravi Dhawan is bearing fruits with the ration card holders of the five circles, namely Roing, Koronu, Parbuk, Hunli and Desali in the district getting their entitled rice for the last four consecutive months since the introduction of "Rice Day" in the district.
During this month, more than 56% of the total allocation of rice were distributed during the 'Rice Days' on February 9 and 10. Out of 12627 total card holders, more than 50% of the card holders took the benefit of Rice Day in five circles.
Out of 44 Fair Price Shops in these five circles, 15 FPS have distributed more than 70% of their allocated rice on Rice Day and 29 FPS have also dispatched more than 50% rice allocated to them in the two particular days.
Under Parbuk Circle, 5 FPS have dispatched more than 80% of the rice allocated to them, and under Koronu Circle, 4 FPS have dispatched more than 60% of the rice allocated on the Rice Day only. Under Hunli and Desali, two FPS have distributed 90 % of the rice allocated to them.
The distribution as well as the monitoring of the PDS Rice has become more effective after the introduction of Rice Day in the district. DIPRO
Traditional mode of hunting never posed threat to wildlife: Experts
ITANAGAR, Feb 12: The traditional mode of hunting has never posed as threat to wildlife as opposed to modern means of hunting in North East India including Arunachal Pradesh. The advent of modernity has brought modern ways of hunting that has posed as actual threat to wildlife population.

The seminar also emphasised on the need of mass awareness amongst the people in order to minimise the depletion of wildlife. The need of government intervention in discouraging reckless hunting practice by framing proper policies and laws for effective implementation wildlife conservation was also stressed upon.
Many issues were raised on the question of complete ban on hunting and trapping culture
in Northeast India. Many festivals in Northeast India are intricately connected with
hunting wherein the practice of hunting ritual, community based and individual plays
an important role in the functions and festivals. Different types of tools and techniques,
methods, procedures; taboos, beliefs, significance and requirements related to hunting
were highlighted. More research on the traditional ways of hunting-
The seminar sponsored by ICSSR, New Delhi concluded with presentation of 21 academic papers on various themes in four technical sessions. The resource persons who chaired the technical sessions lauded the participation and presentation of papers on diverse topics relating to the hunting tradition in Northeast India.
The experts suggested that the proceedings of the seminar be published in a book to help in the documentation of state policy making. Certificates were distributed to all the paper presenters, while, Dy. Dir, ICHR, New Delhi, Dr.Uttam Bathari gave the valedictory speech.
Immunization coverage under MI up from 55% to 78%: Thungon
ITANAGAR, Feb 12: Immunization coverage under Mission Indradhanush in the state has increased from 55% to 78% over the last six month, said National Health Mission Director, PN Thungon, and he gave the credit to Department of Field Publicity (DFP) for the success.
The programme has been a great success, and with the help of DFP, the department has been able to increase the coverage under universal immunization programme, said Dr. Thungon in the concluding workshop on Mother and Child Health and Mission Indradhanush organized by Regional Office, Directorate of Field Publicity, Ministry of Information and Broadcasting, Government of India, here today.
He requested the Field Publicity Department for greater cooperation in spreading awareness about health programmes.
"Government has spent lots of money to provide better health care facility to the people of the state. The health department during this year registered about 26,544 pregnant women in the state, Dr. Thungon informed. He, however, expressed disappointment for not being able to reach out to all under routine immunization programme. Joint Secretary (Health Services) CN Longphai observed that involvement of ASHAs workers could have helped in this campaign and assured full cooperation in future.
Director, DFP, Arunachal Pradesh region Dr HR Keshavamurthy, who presided over the workshop, informed that 28 programmes were organised in seven selected districts of the State over a period of 6 months from July 2015 as per the guidelines of Union Ministry of Health and Family Welfare to educate public and other stake holders about the benefit under "Mother and Child Health and Mission Indradhanush programmes.
He requested the officials of the State Health Department to extend support to Field Publicity units in creating awareness amongst the people about various health programmes, and said that with proper coordination, the Directorate of Field Publicity and State Government can do a better job.

Worang festival of Ollos at Lazu
KHONSA, Feb 12: The annual Worang festival of the Ollos of Tirap district was celebrated at Lazu bordering Myanmar with great enthusiasm and gaiety on Friday.
Addressing a huge gathering of revelers, local MLA Tirong Aboh said that no celebration would surpass Worang in terms of importance, grandeur and significance.
He urged the villagers to shun opium cultivation and replace it by cash crops like large cardamom. He exhorted the youth to engage themselves in more profitable agriculture and horticulture activities.
Aboh passionately appealed to the people to guard their rich legacies passed on to them by their ancestors.

Allotted land encroached upon, says Puroik society
ITANAGAR, Feb 12: Claiming that some unknown groups of people have forcefully settled in Lali village under Kakoi Circle, Papum Pare, which is a government allotted settlement area of Puroik community, the All Puroik Welfare Society (APWS) and All Puroik Youth Association (APYA) have in a letter to the Chief Secretary sought his immediate intervention into the issue.
The unknown groups of people are making claims to the land which has been allotted by the GoAP for the settlement of the Puroik community and was formally inaugurated by Kakoi CO Tasso Gumbo on Jan 1, 2011, both associations alleged.
Remote Manchal circle to get telecom facility
ITANAGAR, Feb 12: Remote Manchal circle under Anjaw will be brought under BSNL network coverage, as the country's leading telecom service provider has approved establishment of a GSM Base Trans receiver Station at Khyong.
In its approval letter, the BSNL has also written to the Circle Officer of Manchal for allocation of the required land.

Fish farmers training concludes at FFTC Emchi
YUPIA, Feb 12: The five days training programme on Basics of Aquaculture for Fish Farmers concluded at FFTC Emchi on Feb 5. The training was attended by 15 fish farmers from Lohit, Namsai and Tirap.
Addressing the farmers in the valedictory function, Commissioner Fisheries, Huzar Lollen and Director of Fisheries, Joyshil Taba called on the fish farmers to implement the knowledge acquired in the training in the field to enhance production and productivity of fish and fish seed. They advised the fish farmers to work for conservation of fish diversity in open water resources and spread the message of responsible fishing and sustainability among the fellow fish farmers.

DC raises issue of road safety measures
TEZU, Feb 12: DC Tamiyo Tatak expressed concern about the increasing number of road accidents in the Lohit district and raised the issue of road safety measures to control accidents in the district, especially in the township area.
He informed that the accident prone areas have already been identified and told the representatives of the 48th BRTF and Bhartiya Infrastructure Private Limited to lay rumble strips and build speed breakers, cat's eye strips, and reflectors or paint the speed breakers for easy identification.
Reviewing the ongoing works on CC Road in the Township, the DC asked engineers and contractors to focus on quality work and contribute to the welfare of the people of Lohit District.

ITANAGAR, Feb 12: SHG members from Dambuk and Bomjir village of Lower Dibang Valley were trained on Pickle making by Future Generations Arunachal (FGA) in collaboration with Jan Sikhsa Sansthan, Naharlagun.

PASIGHAT, Feb 12: A mass cleanliness drive was conducted by Women Against Social Evil (WASE), a local NGO at Pane Korong near market area as part of the Clean Arunachal Campaign here today.
Around 40 members of the NGO under the supervision of its chairperson Yadi Gao Moyong and assistant social service secretary Opining Osik, cleared the garbage which has littered the Pane Korong stream near market area.
Later, while addressing the residents of Pane Korong, WASE social service Secretary, Yadi Gao Moyong urged them not to pollute the area and help create a proper garbage management system for a clean and hygienic Arunachal.
BJP draws Governor's attention
ITANAGAR, Feb 12: East Kameng BJP unit has drawn the attention of the Governor towards insufficient government officials in the district. It wrote to the Governor in this regard seeking circle officers for Pipu and Gyawe Purang circles claiming that the people of both the circles have to travel to ADC Headquarters Chayang Tajo even for petty works like birth certificates.

TAWANG, Feb 12: In a meeting to review the progress of works under SPA, NEC, NLCPR and other centrally sponsored schemes, Deputy Commissioner Tawang Duly Kamduk exhorted the implementing agencies to expedite the ongoing works for timely completion of the same. He also asked the departments to ensure submission of pending utilization certificates at the earliest.
Further, taking note of projects which has been stalled owing to disputes arising out of various reasons, he directed the concerned departments to take stock of the situation and resolve the same by involving administrative officers, PRI members, villagers and other stakeholders.

Org demands measures to stop fire mishaps
ITANAGAR, Feb 12: All Arunachal Pradesh Disaster Management Relief Organization (AAPDMRO), in a memorandum addressed to the Governor, appealed for immediate measures to prevent frequent fire accidents in the state.
Highlighting the woes of the fire victims, the Organization informed the governor that atleast 10 persons have lost their lives and 48 houses were damaged in fires so far this year throughout the state.

It further appealed to allocate sufficient funds to fire service authority of the state to establish fire service stations in important places like ADC, EAC, CO headquarters to deal with fire accidents.
Programme on soil and plant health
ITANAGAR, Feb 12: The Krishi Vigyan Kendra, Lohit (Namsai district) conducted two days training cum demonstration programme on soil and plant health at Alubari and Nepali Basti. The programme held on 9th and 10th of this month was sponsored by ATMA, Namsai district. Altogether 60 farmers attended the programme along with their samples for testing.
Dr. D Sasmal, project coordinator I/C KVK spoke about the importance of soil testing and plant health in different agriculture and horticulture crops. M S Borah, SMS Plant Protection explained the culture practices of Ginger, Tomato and Chilli. She also demonstrated the method of seed treatment of ginger. Ph Chandramoni Sing, SMS (Horticulture) demonstrated the technique of land preparation to prevent potential insect attack. Farmers including the SHG came with samples of chilli, tomato etc and showed keen interest to overcome their problems in the agriculture field. Two women SHG have also been selected from Alubari and Nepalibasti under Food Security Mission, sponsored by ATMA, Namsai district. Hybrid Maize seed and medicines were distributed to them.

Free eye screening camp for children
ITANAGAR, Feb 12: A free eye screening camp was organized for underprivileged children by Childline Itanagar in collaboration with Ramkrishna Mission Hospital at DBYC here on Friday to mark the Statehood Day.
Altogether 135 children have benefited from the camp. Needy children were provided with medicines and children while severe cases were advised to revisit the doctor for further medication.
The children as well as accompanying parents/guardians were also given general health and hygiene tips.

High expectation from Governor Rajkhowa
The Governor of Arunachal Pradesh JP Rajkhowa on Thursday took a major policy decision by directing for cancellation of all officiating or functional appointments and the promotions made on ‘out of turn’ basis with immediate effect. The Governor has instructed concerned Secretaries and Heads of Departments to issue necessary orders accordingly. The landmark decision if properly implemented will change the fate of Arunachal.
Many government officials who do not have political backing often get deprived when it is matter of promotion. Hard working and honest officials with no political godfather are biggest victim of this rampant corruption. Therefore this order passed by Governor gives ray of hope that henceforth talent and hard work will be rewarded. However he should ensure that order does remain only in paper and is properly implemented by commissioners and secretaries. Further Governor should make sure that even those officials who have retired and are taking pension are brought under the purview of this order. The people of Arunachal have wholeheartedly welcomed the decision of Governor. With this the expectation has risen and people expect more such radical decision for the benefit of citizen. It will be great if Governor start action against those union, association and organization, who indulges in extortion activities, and also create law and order problem. Especially in capital complex there are hundreds of such groups. People are really fed of these groups and want strict action against them.

Get board members from elsewhere
Dear Editor,
I would like to draw my apprehension regarding the APPSCCE
2013-
But, it is apprehended that if there are any local members in the interview Board, there would be biasness and partiality. Since the local member would belong to some or other tribe or district, they would tend to award more marks to the candidate who belong to their tribe or district. In competitive exams, single mark matters a lot and decides the fate of a candidate.
Therefore, I appeal to the authority to nominate members in the Interview Board who are Retired IAS, IPS, prominent Jurist or members from other State Public Service Commission so that the question of partiality is ruled out otherwise it is likely that some or other kind of biasness would happen.

APPSC ratio
Dear Editor,
This is in response to letter written to readers forum under the heading “Wrong ratio” of the candidates published in Arunachal Times on Feb 12.
After going through that article we tried to search three years old advertisement
given by APPSC and what we found is that total number of post of APCS (EG) Group-
APPSC clearly mentions in its job vacancy notification that post is subject to variation, as we have seen in earlier notification of combined competitive exam. But in this notification of 2013 APPSCCE no where it is mentioned that post may be increased or decreased which clearly means that total post is 51.
APPSCCE 2013 has been full of controversy leading to long delay. Selection of only

Smart people with smart phones
Dear Editor,
The increase in technology in this so called ‘modern’ world and the invention of camera in mobile phones nowadays are being used too excessively. People click photographs especially the ‘Smartphone’ users (who also take selfies and groufies) anywhere they are whether it be a car, bus, train or any hill stations, deserts and seas.
These ‘smart’ people using smart phones never come back from any visiting place without clicking at least 10 – 20 photos. Sometimes the photos go above 100. Nowadays, people are buying phones by seeing the picture quality, not focussing the quality of voice in outgoing or incoming calls.
And their main aim is to post the photographs in social media sites. My mother also has got the smart phone disease! Changing display pictures, posting photos, selfies, groufies and videos is common phenomenon in the social media sites. After we come back from visiting from a place outside our state or country, my mother posts at least 20 – 30 pictures. Not only she wastes mobile battery, money and time, scribbling with the mobile for such a long time gives so much strain on her eyes! God’s sake that she has no spectacles after using her Smartphone for 3 and half years.
Thus, I am requesting the mobile phone users to reduce the clicking of photos and using your smart phones unnecessarily. By writing this letter on the computer, some strain has also fallen on my eyes, but the sacrifice of this strain can reduce the strain at least of two to three people.

Dear Editor,
Perhaps the most important benefit of a print media is tangibility. The reason why people prefer print media is that a newspaper in their hand means that the content is real. They can estimate and bring the real facts to thousands of people across the state.
Every work consists of two aspects, success and failure. And as such the credibility of a news reporter is seen when he/she is able to cover both. Articulating only the negative aspects would only diminish the enthusiasm of the department as well as the interested public in a passive way. Encouragement through the positive points would enhance the further developments and bring about a positive attitude leading ultimately to betterment. The irony in the news report lies in the fact that it is not entirely possible that there has been no developments and improvements during the last two years. The news report gives no account of this. The department has tried on their part to bring out the best of this opportunity. Thus we expect that a practical report be made based on the coverage of both the elements.
As per the report on the denying of the basic elements, there is seen to be some error in the judging of their understanding of the provision of the basic necessities. In any organisation of such mass tournaments and events, it is always the basic element which is taken care of. After all we are humans who are in requirement of such basic necessities. Talking of the handful of spectators, the department on its part has given full justice to the announcing of the arrival of this event in advance through the media which included both print and advertisement. And as such if there were only a handful of spectators, we leave that to decide on the individual’s interest. Another fact is that the complaint on the report about the accommodation is a part played by nature to which the department is not to be blamed, as the rainfall was not decided by the department. If you see the instructions provided in the manual, you’ll find that every individual player is instructed to bring a light bedding of their own. Since the last two years the tent has been provided for the accommodation and this year too the same has been provided. The department has tried to assure that the best of the availability be provided for the players.
Health and hygiene is an important factor to a sportsman. Taking care of this notion, packaged drinking water has been provided for them.
Gender differences and their special needs are known to the department. Therefore, it is impossible that the department would be so insensitive to put the bathroom usage of both in the same place. The number of participants increase each year which is a sign of development which ensures our credibility and our effort too, which also brings to the fact that each of us should understand the necessity of’ adjustment’. The ‘waiting in queue’ requires the understanding of this important value.
Speaking of the ill management towards the department on some part maybe true, but being a reporter to the public, the utmost care should be taken which is the rule and the important aspect to a news reporter. And in furthering this argument, the department will try on its part for more improvement towards the said comment.
